SENATE RESOLUTION NO. 6

Expressing sadness at the passing of Florence Bumgarner Cline,
distinguished West Virginian, prominent democrat and
civic-minded public servant.
Whereas, Florence Bumgarner Cline was born in Elizabeth,
Wirt County, West Virginia, the daughter of Charlie and Sally
(Redsecker) Bumgarner; and
Whereas, Florence Bumgarner Cline was a 1930 graduate of
Elizabeth High School, where she was one of the school's first
cheerleaders. Continuing her support of high school sporting
events throughout her life, she was particularly noted for
organizing the victory parades in Elizabeth following most high
school events. Her support to Wirt County High School expanded
in 1980 when she began a program to provide students with an
annual visit and an opportunity to serve as pages in the West
Virginia Legislature. She also organized the annual Fourth of
July and Christmas parades; and
Whereas, Florence Bumgarner Cline was a member of the
democratic party, serving more than twenty years with the Wirt
County Democratic Executive Committee. She was twice recognized
as the West Virginia Democrat of the Year by the West Virginia
State Democratic Executive Committee; and
Whereas, Florence Bumgarner Cline was involved in a myriadof civic organizations, including the American Red Cross, where
she assisted countless families through disasters of fire and
flood as the county disaster chairman; the Wirt County Fair
Association; the Wirt County Emergency Squad; the Order of the
Eastern Star; the Bethany White shrine; the Wirt County Citizens
Band Radio Club; the Woman's Club of Elizabeth; and the Daughters
of the American Revolution; and
Whereas, Florence Bumgarner Cline was very active as a
member of her beloved Elizabeth United Methodist Church where she
served on many boards, committees and councils; and
Whereas, Sadly, on January 22, 1994, Florence Bumgarner
Cline passed away at her home in her beloved Elizabeth, Wirt
County, West Virginia, leaving behind a legacy of community
service which, if emulated by all West Virginians, would make our
state a model for the nation; therefore, be it
Resolved by the Senate:
That the Senate hereby expresses its sincere sadness at the
passing of Florence Bumgarner Cline, distinguished West
Virginian, prominent democrat and civic-minded public servant and
extends its sincere sympathy to the members of her beloved
family; and, be it
Further Resolved, That the Clerk is hereby directed to
forward a copy of this resolution to the sons of the late
Florence Bumgarner Cline, Russell L. Cline of Elizabeth and Basil
Cline of Palestine, Wirt County, West Virginia; and her sister,
Helen Cheuvront of Palestine, Wirt County, West Virginia.
